Milan’s municipal public transport operator ATM has renewed its Board of Directors, appointing Oliviero Baccelli as chairman and confirming Alberto Zorzan as Chief Executive Officer.
The Shareholders’ Meeting of Atm SpA, held on 28 April 2026 in the presence of the sole shareholder, the Municipality of Milan, appointed the new Board of Directors of the company managing Milan’s public transport system, according to a press release issued by ATM on the morning of 29 April.
The new board will remain in office until the approval of the 2028 financial statements.

In 2025, the ATM Group reported revenues of €1.336 billion and a net profit of €13.2 million, with international activities accounting for approximately 14% (growing from 10% in 2024) of total revenues and including the operation of metro networks in Copenhagen and Thessaloniki, alongside further expansion planned in Paris. During this year ATM will begin servicing 18 bus lines in Paris following the awarding of one lot in April 2025.
Oliviero Baccelli appointed chairman of ATM
The new Board of Directors consists of Oliviero Baccelli, also designated as chairman, Pietro Galli, Christian Malangone, Barbara Marinali, Alessia Maria Mosca, Alessandra Oppio and Alberto Zorzan.
Following the appointment, the Board of Directors confirmed Alberto Zorzan as chief executive officer, granting him the relevant executive powers. Zorzan was back in ATM in mid-2025, after a three years experience at the helm of ATAC in Rome, as our sister media Autobusweb reports.

Oliviero Baccelli is head of the Transport Area at the GREEN research center and adjunct professor in transport economics and policy at Bocconi University. His activities include economic evaluation of infrastructure projects and participation in technical committees supporting sector policies.
From 2015 to 2027, he has been a member of the Board of Directors of TELT, the Italian-French company responsible for the construction of the Lyon–Turin cross-border railway section. He previously served in the Board of Directors of ATM SpA from 2017 to 2023. He is also a member of the Steering Committee of the Italian Society of Transport Economists.
The meeting held on 28 April marked the end of the previous Board of Directors’ term. Outgoing chairwoman Gioia Maria Ghezzi, appointed in 2020, concludes her second mandate leading the company. The ATM press release also includes thanks to board members Ottorino Passariello and Bruno Pavesi for their work during the term.
The governance structure defined by the shareholders’ meeting initiates the new administrative cycle that will run until 2028, in line with the duration set for the newly appointed board.
