Ebusco announces it has nominated Hou Fei as Chief Operating Officer, subject to shareholder approval, as the Dutch electric bus manufacturer enters a new execution-focused phase built exclusively around its OED model.
The proposed appointment, first disclosed in the company’s pre-AGM business update of 16 December 2025, forms part of a broader governance and operational recalibration at Ebusco. Hou Fei has been appointed member-elect of the Management Board and, following approval at an Extraordinary General Meeting, is expected to formally assume the COO role, succeeding Michel van Maanen.
As reported in Ebusco’s Q3 2025 update and discussed during the November 2025 Extraordinary General Meeting, the manufacturer is managing persistent liquidity constraints and has been relying on a set of China-based financing and supply-chain actions to stabilise operations.

Hou Fei appointed Chief Operating Officer at Ebusco
Hou Fei will be based at Ebusco’s headquarters in Deurne and brings a background shaped by large-scale industrial operations and international automotive supply chains. His career spans senior roles at General Motors in the United States, joint ventures between SAIC Motor and both General Motors and Volkswagen in China, and, since 2016, Gotion High-Tech.
At battery provider Gotion, Hou Fei most recently served as Vice President responsible for the Asia-Pacific region.
Ebusco positions the COO role as increasingly central as the company advances into what it defines as its next operational phase. With the group now operating on an Original Equipment Designer (OED) basis only, the focus is shifting toward supply-chain robustness, industrial scalability and close coordination with international manufacturing partners rather than vertically integrated production.
The leadership change also marks the conclusion of Michel van Maanen’s operational mandate, as he will take up the role of Chief Executive Officer at EBS Public Transportation from 21 January 2026, Ebusco says.
Peter Bijvelds, President of Ebusco, said: “On behalf of the Management Board, I would like to sincerely thank Michel for his dedication and leadership during a pivotal period for Ebusco. His contribution to our operational restructuring and the transition back to an OED-oriented model has been instrumental in stabilizing and repositioning the company. At the same time, we are very pleased to welcome Hou Fei into the role of COO. His deep operational expertise, international experience and strong industrial background are an excellent fit for Ebusco’s next phase, as we continue to strengthen execution, scalability and cooperation with our strategic partners.”
