Public transport operator STAR Mobility, from Lodi (Italy), has launched a tender worth €181.9 million for the supply of 250 buses under a 36-month framework agreement. 120 of those are battery-electric buses, as reported on Italian trade media (and our sister platform) Autobusweb.
The procurement is divided into eight lots covering hybrid diesel, battery-electric and CNG buses. One supplier will be appointed for each lot, while contracts will be awarded on the basis of the most economically advantageous tender, with 65 points assigned to the technical offer and 35 to the financial offer.
The company is planning full electrification of the city service by 2027. However, the concession is at the moment under service tendering process.
120 electric buses included in the tender
The tender covers 120 battery-electric buses, 100 hybrid diesel buses and 30 CNG buses. The largest lot concerns 100 battery-electric buses measuring 12 metres, valued at €84.9 million.
Overall, electric buses account for €105.9 million of the procurement value, followed by hybrid diesel buses at €58.6 million and CNG buses at €17.5 million.

Notably, although the tender documentation does not explicitly specify this, the average values indicated for some vehicle categories appear relatively high. For example, the 12-metre battery-electric buses included in Lot 6 show an average value of approximately €849,000 per vehicle, while the articulated battery-electric buses in Lot 7 reach around €1.28 million per unit. These figures may indicate that the scope of supply includes additional services beyond the vehicle itself, potentially including a full-service maintenance package.
With 250 vehicles and a total value approaching €182 million, the procedure is among the largest bus procurement tenders published in Italy in recent months.
